Kazakhstan's Bolashak scholarship programme

Bolashak, meaning ‘future’ in Kazakh, is the name given to the International Presidential Scholarships Programme, which has been running since 1993. The Bolashak Programme is administered by the JSC Centre for International Programme of Kazakhstan’s Ministry of Education and Science.

In the past ten years, more than 800 Kazakh Bolashak scholars have earned a master’s degree in another country. Recently, the Government of Kazakhstan decided to expand the budget for the programme substantially.

Aim
The aim of the programme is to contribute to the training of specialists in fields which the Kazakh government consider priority areas. These include economics, business studies, international relations, law, agriculture and technology. Bolashak scholarships provide funding for a full programme of study at the bachelor, master or PhD level at a university in a foreign country, including the US, Canada, Australia, Japan, France, Germany, the UK and the Netherlands.

The scholarship
The scholarship is funded entirely by the Bolashak Programme and includes a monthly stipend (approx. Ђ 850 for master students and Ђ 1,050 for PhD candidates), insurance premium, tuition fees and other study-related costs, travel costs and the cost of immigration formalities.
On their return, graduates must work for the Kazakh government for a period of five years.

Selection of candidates
The selection of candidates for the programme is done by the JSC Centre for International Programmes in Kazakhstan. Nuffic is not involved in this process. The rigorous selection criteria and the highly competitive and open nature of the selection process assure that only the most talented students are eligible for a Bolashak scholarship.

Nuffic’s role
It is expected that more Bolshak scholars will select the Netherlands for their studies.
Because the JSC Centre for International Programmes finds it important that students are well provided for and receive all necessary assistance throughout their studies, Kazakhstan’s Ministry of Education and Science entered into an agreement with Nuffic in September 2004. Nuffic’s role includes providing assistance with the placing of students, providing help once the student is in the Netherlands, arranging insurance, providing student counselling, monitoring performance, making payments to the scholarship recipients and the host institutions, and making substantive and financial reports to the scholarship provider. If there are problems while scholarship recipients are studying, Nuffic can propose solutions and advise the scholarship provider accordingly.
